Cannot trade with new cities Military terminal - Ikkir Isth - 06-20-2018
Stock on each item appears to not only be out of stock, but free. Testing using new design subsidized ship after contacting Military Airport thru hail.

I think you have to trade via the Trade channel, and it might require you to have a broker in your city.

Military air terminal only speaks to fleet spacecraft of their empire. All trade with military bases is handled via the air terminal. They do not charge money for supplies to fleet vessels.
